Function std.datetime.PosixTimeZone.getInstalledTZNames
Returns a list of the names of the time zones installed on the system.
Providing a sub-name
narrows down the list of time zones (which
can number in the thousands). For example,
passing in "America" as the sub-name
returns only the time zones which
begin with "America".
