Function std.xml.Tag.this
Constructs an instance of Tag with a specified name and type
The constructor does not initialize the attributes. To initialize the
attributes, you access the attr member variable.

this( string name, TagType type = cast(TagType)0 );
Parameters

| name | the Tag's name |
| type | (optional) the Tag's type. If omitted, defaults to
TagType.START. |
