This function is Windows-Only.
Converts a SysTime
to a SYSTEMTIME
struct.
The SYSTEMTIME
which is returned will be set using the given
SysTime
's time zone, so to get the SYSTEMTIME
in
UTC
, set the SysTime
's time zone to UTC
.
