Enforces that the given value is true, throwing an if it
is not.

Parameters

| msg | The message to include in the if it is thrown. |
Returns
if value! is false. Otherwise,
valuenew is thrown. ErrnoException(msg) assumes that
the last operation set ErrnoExceptionerrno to an error code.
